"Measures" clear "spontaneous occupied mainly with excess electricity access, power surplus and deficiency" principle, and the use of two-way metering electricity consumption settlement or net settlement consider TOU factors. Power grid enterprises should ensure priority access distributed generation of electricity and the full acquisition of excess. 

"This is great news photovoltaic enterprises to further clarify the issue ambiguous power plant construction and operation of distributed previously." Analyst who photovoltaic enterprises on the "First Financial Daily" correspondent said.
